You can only get 9 stickers for the 16 slots. You have to shuffle at 7/9 stickers (you can't shuffle after getting more than 7 stickers) to get specific combinations that have the chance of a potential 3 line then it's generally about 2-3% chance of getting 3 lines at that point (usually 2/9 * 1/8 chance).
